十、 Registration:
 
(一) On-site registration will not be accepted on the day of the race.
(二) Registration time: between 14:00 on Oct. 15, 2018 (Monday) and 23:59 on Nov. 20, 2018 (Tuesday). The registration system closes automatically once the registration is full, and the system will not be opened to accept additional registrations.
(三) Participants who have completed registration and paid the fees need to go online and verify that the transaction is completed in order to confirm the registration is successful.

(六) Check-in:
 
1. Participants from Taiwan’s main island:
  All the marathon check-in items will be sent via postal service, including a brochure, bib, timing chip, marathon shirt, etc. (Healthy Run Division participants will not receive a brochure or a timing chip but will receive instructions and a map of the starting area.) Packages will be sent out 2 weeks prior to the competition (for actual sending date, please check the official Facebook page and the website). Participants who have not received their package 5 days prior to the competition should contact the organizer. To avoid interference with the competition, on-site check-in will not be accepted on the day of the race.

2. Participants from Matsu, Kinmen, Penghu, and other countries:
  Collect your package at the marathon service area with your national ID or passport between 14:00 and 18:00 on March 2 (the day before the race). (九) Shuttles:
  Shuttles are available to participants. Shuttle fare (both to and from the starting area) is NT$40 per person. A shuttle will be available every 10 to 15 minutes. Participants and their family members are welcome to utilize this service during the available period. If you plan to take the shuttle, please pay the fare along with the registration fee.

十一、 Timing System:
 
(一) All runners participating in the marathon and half marathon will receive a timing chip (this must be fastened securely to the runner's shoe; please do not place the chip inside a fanny pack or shoulder bag, as this will cause problems with the sensor). To use the timing chip, please read the instructions carefully before the competition, or follow the instructions given to you on the day of the race by one of our service personnel.
(二) This timing chip will track each marathon and half-marathon runner’s time. All runners’ times will be calculated as starting from the designated race start time announced by the organizer (and as marked by the starter pistol) and ending when the runner crosses the finish line (runner’s times calculated from the moment they cross the starting line to the moment they cross the finish line will be indicated on their certificates). Along the course route, there will be checkpoints, and runners must run over the sensor mats at each checkpoint. If a runner has any missing electronic record—from the starting line, finish line, or any of the checkpoints—the runner will be disqualified and will not receive a time record or a certificate.
(三) When starting the race, runners of the Marathon Division and Half Marathon Division must arrange themselves according to the numbers on their bibs (full marathon: starting area 1→starting area 2→starting area 3; half marathon: starting area 4→starting area 5→starting area 6). Runners must not obstruct or jostle other runners to take or maintain a lead. We request that each runner observes good sportsmanship and gives way to faster runners when starting.
(四) Please start the race according to the designated starting time. For safety reasons, if a runner tries to start later than 20 minutes after the designated start time, the organizer reserves the right to disqualify said runner and not record his/her running time.
十二、 Awards and Rules:
 
(一) Prize money:
  Awarding prize money: Prize money and a trophy will be awarded to each of the overall leading men and women runners. These runners will not be considered leading runners for their individual age groups. For Taiwanese winners whose prize money is in excess of NT$20,000, a 10% tax will be deducted in accordance with the national tax code. For international prize winners, a tax of 20% will be deducted regardless of the value of the prize money, also in accordance with the national tax code. (Please have a photocopy of your ID ready when collecting your prize)

1. Overall leading runners will not be counted as leading runners for their individual age groups.
2. To encourage senior citizen participants, the first 10 male finishers over 70 years old and the first 10 female finishers over 60 years old from both the Marathon Division and Half Marathon Division will be awarded a trophy and prize, regardless of the number of participants.
3. Healthy Run Division participants' times will not be tracked.
4. Awards ceremony time:
 
(1) (a) Half Marathon Division: 9:00 AM on Mar. 3, 2019 (Sunday) at the event venue main stage.
(2) (b) Marathon Division: 10:00 AM on Mar. 3, 2019 (Sunday) at the event venue main stage.
(3) (c) If the prize winners for each age group have not been determined before the awards ceremony for the overall winners is over, the organizer will announce the winners over the PA system on-site.
5. When collecting a prize, participants must provide a photocopy of their ID (international runners must provide their passport).
6. If a winning runner does not collect the prize during the awards ceremony, he or she may do so before 12:00 PM on the day of the ceremony by bringing ID to the awards ceremony organizer. Runners who fail to claim their prize before 12:00 PM are deemed to have forfeited their award.
(四) Record Certificates:
 
1. Participants in the half and full marathons who finish within the designated time must go to the certificate claiming area to receive their certificate before the close of events (12:30 pm on Mar. 3). We are unable to provide certificates that are not claimed before this time. (If due to unforeseen circumstances we are unable to print or give out a certificate at the time, it will be mailed to the runner at a later date.)
2. Healthy Run Division participants who finish within the designated time limit can receive a certificate at the finish line. Participants can record their own time as displayed at the finish line.
(五) To encourage runners to finish within the designated time, marathon and half marathon runners who do so will each receive a commemorative bath towel and medal. Participants in the Healthy Run Division will receive a commemorative towel. Runners who do not finish within the allotted time will unfortunately not receive a commemorative souvenir.
(六) All runners may present their bib at the end of the race to receive a boxed meal.
(七) Groups of more than 30 people who register under a company or group name (applicable only to those who register at the same time) will be provided tents. Because the area has limited space, a maximum of 50 tents are available, and they will be allocated on a first-come-first-serve basis.
(八)  The route is measured by international-standard measurements. Water stations and supplies will be provided along the route.

十三、 Penalties for Violation of the Rules:
 
(一) The following violations will lead to disqualification:
 
1. Accepting food or drink from others without the organizer’s permission.
2. Not following a referee’s directions.
3. Not pinning the bib to the chest.
4. Carrying pets, pushing baby strollers, wearing inline skates, or riding skateboards or scooters along the race route.
5. This event utilizes timing chips to track runners' times. Runners must fasten the timing chip onto their shoe. Runners who have any missing time record from any of the checkpoints will be disqualified and will not receive a time or a certificate.
(二) The following violations will lead to disqualification from the race, a three-year ban from participating in events hosted by Tainan City, and the person's name being displayed on the city's official website.
 
1. Receiving assistance from another person during the race in order to gain advantage (e.g. riding in a car, being carried by another person, etc.)
2. Registering for the wrong age group (age group does not match runner's ID).
3. Displaying poor sportsmanship and violating race ethics (e.g. fighting, verbally abusing the referees or race staff, etc.)
4. Participating in the run under someone else's identity or allowing someone to participate in the race under your identity. Once this violation has been verified, the head referee will declare the runner's results to be void, both parties will be banned from future races for three years, and their names will be published online.
十四、 Appeals:
 
(一) Competition disputes: While competing, runners cannot question referees’ decisions. If the track and field rules stipulate a differing decision for the same situation, the referee’s decision shall prevail, and runners cannot appeal.
(二) Appeal procedures: Any problems relating to the competition must be raised with the organizer within 30 minutes of the announcement of the race results for each age group. The runner registering the complaint must pay a deposit of NT$3,000 and get a receipt from the competition section. All appeals are decided by the judge committee, and its decision is final. If it is decided that the appeal is unreasonable, the runner will not receive the deposit back, and it will be treated as part of the race organizer’sfunds.
十五、 Important Notes: Please Read Carefully
 
(一) Clothes storage:
 
1. Time period for putting clothes in storage: Mar. 3, 2019, from 4:30 AM to 5:25 AM. At this time, runners can deposit their clothes.
2. Time period for storing clothes: Mar. 3, 2019, from 4:30 AM to 12:30 PM. During this time, we will store runners' clothes.
3. Time period for picking up clothes: Mar. 3, 2019, from 7:00 AM to 12:30 PM. During this time, runners can collect their clothes.
4. Please hand over your clothes at your designated tent area. After the race, please present your bib to collect your clothes.
5. Runners must arrange storage for valuable items. We accept no responsibility for the loss of valuable items.
(二) Safety guidelines:
 
1. When considering which division to register for, please consider your physical ability and whether you can finish the race within the designated time limit. Safety is our chief concern.
2. We ask participants in this event to protect their health and carefully consider their physical condition. If a person has any health condition that makes him or her unsuitable for participation, we ask that person to withdraw from the race and not attempt to exceed limits. Such persons include anyone with a history of heart disease, blood vessel problems, diabetes, etc. It is not permitted to hide a medical condition to participate, and anyone who does so will bear the full responsibility for any problems that occur during the race. The organizer accepts no responsibility for such problems.
3. The referees, doctors, and traffic officers reserve the right to stop or temporarily stop a runner from continuing in the race, without objection from the runner, after assessing the runner's physical condition or road safety conditions.
4. As the race will take place in the city, runners must be aware of vehicles and pedestrians to maintain safety.
5. When the air quality index (AQI) is above 151-200 (the red line), the organizer will provide gauze masks to participants on request, and the circumstances will be evaluated by the organizer to determine whether or not to shorten competition time or terminate the competition. Participants shall not have any objection to such decisions.
(三) Notes regarding the use and care of the timing chip:
 
1. A timing chip will track Marathon Division and Half Marathon Division runners’ times. Please carefully read the instructions. We do not accept responsibility for any incidents where an individual's improper use of the timing chip results in failing to receive a time.
2. Please carefully look after the bib and timing chip. If one is lost or misplaced, a new one will not be provided. Anyone running without a bib will be disqualified.
3. Please carry a form of ID on your person, ready for inspection.
4. If a participant registers for the race but does not participate or does not return the timing chip on the day of the race, the timing chip must be taken to the Tainan City Department of Sports (No. 10 Tiyu Rd. South District, Tainan City—Tainan City Department of Sports Event Section) before March 8, 2019. Failure to return the chip by the required time will be treated as a non-return, and the individual's deposit will not be refunded.
(四) Water station arrangement:
 
1. Water station arrangements: The first table is for drinks prepared by the individual participants, and other tables are for water and supplies provided by the organizer.
2. Elite runners who prepare their own drinks must hand over their drinks at the referee counter before 5:00 AM on March 3, 2019. All bottles must be clearly labeled with the runner's number and intended distance. This service will not be provided to anyone who comes after this time.
(五) Before the race, if the location meets with a typhoon, a natural disaster, or another force majeure, the race organizer will take the runners' safety into consideration and reserve the right to decide whether to cancel the race, choose an alternative date, or arrange an alternate route for the race. Runners cannot object to the organizer's decision. If the event is canceled, 50% of the registration fee will be refunded.
(六) The event organizer reserves the right to record, film, and photograph this event and to broadcast, exhibit, or otherwise display photographs and results from the event in any place around the world, on the race's official website and city publications, and in promotional materials and broadcasts for related competitions and events. Runners must agree to allow the use of their image and results.
十六、 Refund Policy:
 
(一) If for some reason an individual is unable to participate after the fees are paid, the fees will be refunded in accordance with the following rules:
 
1. Individuals who apply for a refund before 5:00 PM on December 31, 2018, will be refunded the NT$100 deposit for the timing chip and the registration fee with an NT$100 deduction for the remittance charge and administration fee. (※There is no timing chip deposit for participants in the Healthy Run Division.)
2. Refund requests made on or after January 1, 2019 will not be processed.
(二) If you wish to apply for a refund before December 31, 2018, please call E-Better Information Service at (02)2951-6969. You must provide the name of the participant who registered for the competition, participating division and group (if you registered with a group, please indicate the name of the team), order number, contact phone number, and bank information (including bank account name, bank code, and account number). Once information provided by the refund applicant matches the race participant’s information, the refund will be processed within two weeks. Anyone who applies for a refund will also be disqualified from the race.
十七、 To ensure the safety of each runner and abide by the traffic control times, the organizer will set up closing points along the course route. The organizer will strictly enforce the shutting of the closing points at the designated times and will prevent late runners from continuing the race. From there, the runner must board a shuttle bus and leave the route. There can be no objections from the late runners.

十八、 Insurance Plans for Participants and Staff Members:
  1.The organizer will provide insurance for every registered participant and staff member. If any accident occurs during the competition, it shall be handled in accordance with the insurance contract. Objections not permitted.
  2.In the event of any force majeure (such as a typhoon) before the competition, the organizer will consider whether or not to cancel/postpone the competition or alter the competition route for the safety of all participants, and the organizer will give further notice accordingly.
  3.Participants should follow the route signs, keep to the right, and obey traffic regulations, signs, and markings. Please pay attention to traffic conditions and be careful.
  4.Please fill out the registration form in detail. You will be fully responsible for any mistakes or omissions that result in insurance being voided.
  5.Runners must evaluate and be aware of their physical condition on the day of the race. Please be sure to get ample sleep the day before the race, and have breakfast two hours before running on the day of the race.
  6.This event provides public liability insurance. (All details are subject to the insurance contract with the insurer.)
  7.Coverage of the public liability insurance: When the insured is found to be liable for compensation for injury, death, or third-party property damage caused by the following accidents during the insurance period, the company shall be liable for compensation of the insured in accordance with the law:
十九、 The insurance is in accordance with the provisions of Nei Shou Siao Zih No. 1040823601 formulated and issued by the Ministry of the Interior, R.O.C. on November 2, 2015.
 
(1).Description of public liability insurance of less than 1,000 people:
(一) Liability for physical injury per person: NT$5,000,000.
(二) Liability for physical injury in each accident: NT$30,000,000.
(三) Liability for loss of property in each accident: NT$2,000,000.
(四) The maximum amount of compensation during the insurance period: NT$64,000,000.
  (2).Description of public liability insurance of 1,000-3,000 people:
  (一) Liability for physical injury per person: NT$5,000,000.
  (二)Liability for physical injury in each accident: NT$50,000,000.
  (三)Liability for loss of property in each accident: NT$2,000,000.
  (四)The maximum amount of compensation during the insurance period: NT$104,000,000.
  (3) Description of public liability insurance of 3,000-10,000 people:
  (一). Liability for physical injury per person: NT$5,000,000.
  (二).Liability for physical injury in each accident: NT$100,000,000.
  (三). Liability for loss of property in each accident: NT$2,000,000.
  (四).The maximum amount of compensation during the insurance period: NT$204,000,000.
  (4) Description of public liability insurance of over 10,000 people:
  (一). Liability for physical injury per person: NT$5,000,000.
  (二). Liability for physical injury in each accident: NT$150,000,000.
  (三). Liability for loss of property in each accident: NT$2,000,000.
  (四). The maximum amount of compensation during the insurance period: NT$304,000,000.
  Items not covered by insurance:
  1.Sports injuries resulting from personal illness.
  2.Symptoms caused by the personal constitution or cardiovascular condition, such as shock, heart issues, diabetes, heat exhaustion, heat stroke, altitude sickness, epilepsy, dehydration, etc. Symptoms caused by the individual's illnesses will not be covered by the insurance, and the public liability insurance only bears compensation for injuries caused by accidents.
  3.If a participant has a medical history of any illness outlined in paragraph 2, we recommend that the participant carefully consider the personal safety risk and obtain additional personal medical and accident insurance.
  4.Please consult a doctor, and do not force yourself to participate if you have or used to have the following diseases, as you have a high-risk for cardiac arrest: unexplained chest discomfort (chest tightness, chest pain), unexplained dyspnea, unexplained dizziness, sudden loss of consciousness, hypertension (>140/90mmHg), heart disease, renal dysfunction, diabetes, hyperlipidemia (total cholesterol > 240mg/dl), family history of heart disease (first-degree relatives had a heart attack or cardiac arrest before the age of 60), epilepsy, etc.
二十、 Disclaimer: Participants shall not ask the guiding organizations, sponsors, organizer, or the implementers for any form of compensation for any injury, loss of property, or death caused by any reason.
二十一、 Participants are deemed as having agreed to all the provisions and rules of this event once they have registered.
二十二、 For any matters not covered in the Competition Rules, the organizer will amend the rules and promulgate the amendments.
